This is based on evolving thinking of the objectives, scopes and priorities for livelihood activities changing how the poor and vulnerable live their lives and realizing.
LGUs, Barangays, Community Groups, Government Agencies, Private Industry Sector, Private Individuals and the Residents of the Communities desirous of having a better life.
